Systems Analysis and Risk Forecasting
Maurizio has long advocated for a “systems thinking” approach, recognizing that most failures during crises are due to system-level blind spots, not isolated errors.
He developed predictive models and scenario-based planning tools to support strategic decision-making in contexts of uncertainty, for example in the public health and security sectors. His work includes horizon-scanning, cross-sectoral simulation design, and systems’ vulnerability analysis, and helping institutions design more adaptive, anticipatory governance systems.

Biosecurity Expertise
As a recognized expert in biosecurity, Maurizio Barbeschi has dedicated much of his career to managing natural, incidental and deliberate biological risks. Further, he advised national and international bodies on how to address these risks.
His strategic input has shaped international biosafety/biosecurity response and dual-use research protocols, and national emergency plans that informed cross-sectoral collaboration on risk reduction, WMD defense, and early warning systems.
